Dubai Fit-Out Permit & NOC Requirements: What You Need Before Starting Work
Before starting a fit-out, establish which approval route applies to the property, what work the application covers and which supporting documents the responsible authority requires. A Dubai fit-out permit application should be prepared around the actual unit and proposed activity.
A landlord’s no-objection certificate, or NOC, records consent for a stated purpose. It should not be treated as evidence that every technical review or permission has been completed.
The official examples below cover Dubai Development Authority (DDA) fit-out submissions and DEWA electricity fit-out connections. Projects under other jurisdictions need their own applicable service requirements checked. Practical preparation advice is identified separately from those official requirements.
Identify the approval route before collecting documents
Start with the property details: building name, unit number, location, intended business activity and a clear description of the proposed work.
Ask the owner or building management to identify the permitting authority and provide the current fit-out guidance for the premises. Have the appointed project professional confirm the applicable route before preparing a submission.
Describe the scope precisely. “Office renovation” could mean replacing finishes, moving partitions, altering ventilation or changing electrical distribution. Those differences matter when deciding what information needs review.
Practical recommendation: Prepare a one-page scope summary identifying what remains, what changes and which existing systems could be affected. Include proposed changes to the unit’s use or structural elements rather than allowing them to emerge later in the drawing review.

Dubai fit-out permit documents: a DDA example
For its fit-out permit service, DDA identifies the contractor as the requester and lists:
- A fit-out permit request form when applying through the customer service centre.
- A contractor appointment letter from the tenant.
- A copy of Ejari.
- A building-owner NOC.
- Relevant authority NOCs.
- Approved stamped drawings and proposed drawings.
DDA also specifies additional NOCs from the main contractor, main consultant and plot owner where the building has not yet obtained a completion certificate.

Before requesting signatures, establish who will supply each document and check that the tenant, unit and contractor details agree across the pack.

Understand what each NOC covers
Treat each NOC as a document with a particular issuer, recipient and purpose.
The building-owner NOC addresses the owner’s consent. An activity-related NOC addresses a different review. A utility application may require a separate prescribed document.
DDA’s published fit-out NOC matrix distinguishes between business activities and identifies relevant reviewing bodies. It includes categories such as offices, food businesses, healthcare activities and industrial uses. Practical recommendation: For every requested NOC, record:
- Who issues it and who receives it.
- The unit and work scope it covers.
- Whether a specific form or drawing reference is requested.
- Any conditions or validity period shown on the issued document.
Where wording is unclear, ask the recipient whether it is acceptable before arranging signatures.
Prepare drawings that explain the proposed changes
A reviewer needs to understand both the approved arrangement and the proposed work. An attractive presentation plan alone may not provide that comparison.
DDA’s published drawing schedule includes architectural information such as approved drawings, proposed layouts, partition plans, furniture, flooring, ceilings and sections. Its listed HVAC information applies to food-and-beverage submissions, while its drainage category is marked for all retail submissions. Those labels belong to that particular schedule. They should not be read as a general exemption from other technical reviews.
Practical recommendation: Ask the drawing coordinator to check three things before submission:
- Existing conditions: Do the available records reasonably match the unit?
- Proposed changes: Can the reviewer distinguish retained, removed and new elements?
- Coordination: Do architectural and building-services drawings describe the same arrangement?
For example, a partition revision can affect how a ceiling layout, air-conditioning arrangement and electrical plan fit together. Review those interfaces before issuing separate drawing packages.

Check whether a separate electricity application applies
Where a DEWA fit-out connection application applies, its documentation needs separate attention.
DEWA’s service is for enrolled contractors and consultants obtaining electricity connections for shell-and-core or fit-out installations. Its listed information includes approved main-project electrical schedules, a final distribution-board load schedule, lighting and power wiring layouts, and a landlord NOC in DEWA’s prescribed format. This does not establish that every refurbishment needs an identical connection application.
Practical recommendation: Ask the responsible electrical professional to identify the existing supply information, proposed equipment demand and applicable DEWA service before procurement.
Hypothetical example: A tenant changes the proposed equipment after the electrical drawings have been prepared. The project team should assess whether the load schedule and drawings still describe the intended installation before proceeding. Ordering equipment first can leave the technical submission based on an outdated design.
Reconcile the application pack before submission
A useful preparation check tests whether the documents agree, rather than simply whether every file is present.

Agree who obtains missing information and who authorises design changes. A tenant can confirm operational needs, but technical questions should go to the responsible designer or specialist.

Confirm readiness before starting site work
Do not use “submitted”, “under review” and “approved” interchangeably in the project programme. DDA describes its fit-out permit as the permission obtained to start the relevant fit-out works. Source: DDA Fit-Out Permit .
Practical recommendation: Before releasing a work package, ask the project lead to confirm:
- The applicable permission has been issued for that scope.
- The site team has the correct approved drawing revision.
- Conditions affecting the proposed work have been addressed.
- Building-management arrangements for access, deliveries and working hours have been confirmed where applicable.
- Any planned shutdowns or interfaces with shared building systems have been agreed with the responsible parties.
These are readiness checks, not a universal list of statutory documents.
If the design changes after approval, identify the affected drawings and obtain confirmation of the necessary amendment route. Do not assume that an earlier permission covers a materially different layout or installation.
Plan for completion while preparing the permit
Find out what evidence will be needed at the end before work makes it difficult to obtain.

Practical recommendation: Ask the responsible professionals which inspections, test records and updated drawings apply to the project. Assign responsibility for collecting them during execution.
Keep approved documents, revisions and inspection correspondence together. This gives the completion team a clear record of what was authorised, what changed and which matters remain open.
Frequently asked questions
Can one landlord NOC cover every application?
Do not assume so. DEWA’s fit-out connection service specifically lists a landlord NOC in its prescribed format. For other recipients, check the requested wording, scope and attachments before reusing a letter. Source: DEWA fit-out connection requirements .
What if existing approved drawings are missing?
Ask the owner or building management for the available approved records and have the appointed professional identify any gaps. A site survey can help establish existing conditions, but it should not be labelled an approved drawing. Confirm the acceptable submission approach with the reviewing body.
Does a small refurbishment automatically avoid permits?
Size alone is not a reliable basis for assuming an exemption. Describe the exact work and request confirmation from the applicable authority and building management. This guide does not establish a general exemption for repainting, partitions or other minor works.
